Halloy 2026.7 released, with a new Windows installer

Release 2026.7 of Halloy is out, with 2026.7.2 following as a patch. The release keeps the project's monthly-ish rhythm — the healthiest release cadence of any GUI IRC client right now.
One practical change for Windows users: the MSI is gone, replaced by an Inno Setup per-user installer. Existing installs should uninstall the old MSI once before switching.
